Understanding Bold

Who is Bold Concepts?

Established in 1989, Bold Concepts provides a suite of services including strategic leadership advisory to small business CEOs, project operations and management, estimating, and tailored business development marketing services to stand-alone 8(a) and small business general contractors working in Federal construction.

Are you a mentor-protégé, staffing firm, or broker?

No. Our clients are independent small businesses. Bold Concepts is not a JV partner, staffing agency, or broker to those small businesses.

Do you have a formal agreement with your clients?
Yes. Each client signs a contract agreement determining the services they are utilizing from Bold Concepts.
Is SBA aware of Bold Concepts?
Yes. Bold is not affiliated with the SBA. We closely monitor evolving SBA regulations to provide our clients with guidance and ensure program compliance.
Do you only work with tribal, ANC, or NHO companies?
No. We support all eligible 8(a) certified businesses, including WOSB, SDVOSB, and others.
How long do clients stay in the program?
During our onboarding process, clients develop a tailored growth plan with Bold that includes an anticipated graduation date depending on their goals. While on average clients remain with us for 3-8 years, factors like the type of entity, business structure, existing resources, and initial experience level all play a role in determining when a client is expected to maximize their growth within the Bold program.
Is Bold a bonding company?
No. ACTIVBonding is the co-indemnitor, not a surety.
How many project defaults have occurred under your program?
Zero in 35 years.
What is included in your operational support?
Risk mitigation through with weekly operations meetings to review progress of all active projects.

Contracting & Project Success

Can I bring a project to Bold and be matched with a qualified client?
Yes. We help identify the best-fit client based on scope, capacity, and geographic coverage.
Do your clients bid competitively?
Some do, but the majority perform sole-source work.
Do you help clients with subcontracting and compliance?
Yes. We support local subcontractor outreach, review, and compliance oversight.
How do clients graduate from Bold's program?
Through strategic planning, clients eventually internalize support functions and transition to self-managed growth.
What does Bold Concepts do?
At Bold Concepts, we offer our small business construction clients enhanced bonding, operations assistance, labor resources, and direct sales. 

Communication

Is the Federal contract with Bold or the Bold client?
Always with our client. Bold is never a named contractor.
Who do I contact?
Each region has a dedicated Business Development Representative, or you can contact our clients directly. 
Are PMs and Superintendents Bold employees?
No. They are hired by the client. Bold provides recruitment support when needed.
Does Bold Concepts participate in community engagement?
Yes. We support local SAME, SMPS chapters, and youth education in STEM and construction career programs.
Do Bold PMs support multiple clients?
Yes, if leased. However, clients may hire their own internal teams.
Are clients required to lease Bold staff?
No. Staffing support is optional and transitional service on a per project basis.

Value

Is a Bold client more expensive to the Federal Government?
No. Clients determine their own pricing and proposals. Bold's services are an investment made by our clients directly and are not billed to the government.
What is ACTIVBonding?
ACTIVBonding is a sister organization to Bold Concepts and offers a co-indemnity program to small businesses looking to increase their bonding capacity.
Do all clients use the full suite of services?
No. Services are customized based on the client’s specific needs and goals.
How do Bold and ACTIV differ?
Bold Concepts provides operational and strategic support services such as leasing and business development and marketing. ACTIVBonding specifically supports bonding capacity needs through co-indemnification.
